Title: Politics of distributive justice in conflicts over locally unwanted facilities
Abstract: Distributive justice is one of the most essential aspects in understanding and resolving conflicts over locally unwanted facilities. This presentation examines the historical changes in the influence of an idea of distributive justice on policy-making, looking into the case of the Tokyo Garbage War and the In-Ward-Waste-Disposal principle.

Title: The Challenges and Prospect of Mini-Publics Discussions at the prefectural level
Abstract: In local policy consensus building processes, who participates is an important factor. This presentation describes the challenges and possibilities of implementing mini-publics discussions at the prefectural level, from the case on the restart of Hamaoka Nuclear Power Plants in 2019.
